Hoàng Local Foods is a no-frills neighbourhood spot run by Mr. Hoàng and his wife, and the food punches well above what the setting suggests. The cha gio tom (fried shrimp spring rolls) and cao lau are the standouts, though apparently the hamburger has its own devoted following (two nights in a row devoted, according to at least one fan).
Prices are low, service is genuinely warm, and the owners are the kind of people who’ll let you walk out without paying and trust you to come back. Spoiler: people come back.
